Contract Duration – Digital Health Consultant Working arrangement: Remote Terms of Reference The consultant will report to the ECARO Regional Health Adviser and work in close collaboration with UNICEF Regional Office specialists (ECD, Nutrition, and Immunization), the DG SANTE Project Manager, and relevant UNICEF Procurement counterparts.

The role encompasses end‑to‑end technical advisory and oversight to ensure the effective procurement, design, development, and deployment of the Digital Toolkit platform.

The consultant will advise on and oversee the specification, procurement, and validation of the EU/EEA‑compliant hosting environment, ensuring alignment between infrastructure and application layers and confirming readiness for secure and compliant deployment.

Education Advanced university degree (Master’s) in health informatics, computer science, public health/medicine, development studies or related field.

Candidates with a first university degree in computer science, public health, or clinical health such as medicine, nursing, pharmacy, and 2 years of professional experience in digital health may also be considered.

Work Experience Minimum of 10 years of progressive professional experience in digital product development, IT project management, or technical advisory roles, including experience in managing complex, multi‑stakeholder digital platforms.

Additional experience in overseeing the design, development, and deployment of web‑based platforms or Content Management Systems (CMS), preferably using open‑source technologies such as Drupal.

Knowledge, Expertise, and Skills Strong understanding of software development lifecycle (SDLC), including requirements engineering, system design, development, testing, deployment, and maintenance.

Expertise in digital platform architecture, including web‑based systems and CMS platforms (e.g., Drupal) and integration with hosting/cloud infrastructure. Knowledge of another UN language (e.g., French, Russian) is an asset. Desirables Familiarity with UNICEF or UN digital standards, including branding, accessibility, and security frameworks.

Experience in designing or reviewing user‑centred digital products, including information architecture, taxonomy, and content workflows. Experience working on health, education, or social sector digital platforms. Certifications in project management (e.g., PMP, PRINCE2), Agile methodologies (e.g., Scrum), or relevant technical domains.
